In the earliest years of human history, marriage to a close family member was not a problem. Today, with all the harmful mutations that have occurred, it almost always have devastating consequences on any offspring (if they survived). Today, even marrying ''cousins'' can be quite dangerous.

As we see the trends (and even commands) in Scripture, we see the move from the acceptability of the first situation (marriage within one's immediate family) to (or at least ''toward'') our present-day situation.
