Regarding Israel, when describing the judgment they deserved, God tells us:
- Isa 1:9 Unless Yahweh of Armies had left to us a very small remnant, we would have been as Sodom; we would have been like Gomorrah.
The very fact that a remnant did survive is an act of grace!

- This is "Noah vs. the World"! Even some of his offspring (who would also survive the Flood) would prove to be wicked in character.
- After Israel had been judged by God, they would one day return to God and be blessed! But it would only be a remnant of the original number who would return.
- Regarding this passage: Though perhaps focusing on the northern kingdom, in this passage, this prophetic concept has been fulfilled (to varying degrees) several times, and ultimately applies to both northern and southern kingdoms (Israel and Judah).
- Many passages emphasize that only a remnant will return. The rest will be destroyed in judgment. (Yet the fact that a remnant did survive will be considered an act of grace.)
- After the "shaking" (v. 13) is done (the desolation and destruction of judgment), there will be few people left. But these survivors will be people who give honor and praise to God (see v. 14+).
