Under the Old Covenant, this term applied to the nation pf Israel. However, most of the people in Israel removed themselves from this category, by rejecting the God of Israel.
- This is why, in the New Testament, we read that, "... they are not all Israel, that are of Israel" (Romans 9:6). Those who are genuine are a small subset of the whole group!
Under the New Covenant, this didn't change - those who were genuine were still a subset of the whole group. However, because of the rejection by most Jews, God has welcomed non-Jews into the group that is called "chosen people."
